The United Nations during the race into space in the 60's knew sometype of international agreement had to be written to establish guidelines for the use of outer space and the planets. In 1967 the Outer Space Treaty was written and signed by all parties of the United Nations. This treaty established a set of guidelines for all to follow, countries, governments, non - governmental entities, would obey while exploring outer space. The Outer Space Treaty made sure no one government could rule over Outer Space or the planets, instead the world would act like a Federation.
The Outer Space Treaty states in Article VI the following
"State Parties to the Treaty shall bear international responsibility for national activities in outer space, including the moon and other celestial bodies, whether such activities are carried on by governmental agencies or by non-governmental entities, and for assuring that national activities are carried out in conformity with the provisions set forth in the present Treaty. The activities of non - governmental entities in outer space, including the moon and other celestial bodies, shall require authorization and continuing supervision by the appropriate State Party to the Treaty. "
This means we must submit a proposal to the Secretary General of the United Nations, so they know what we are doing. We submitted our proposal on March 5, 1998 and continue to send progress reports.
